Evidence or it didn't happen
Every result carries its sources, freshness, and confidence. Unverifiable output is withheld as an honest limitation, not dressed up as an answer.
Governed by default
Permissions, data-source authority, and record visibility are enforced fail-closed. Unconfigured means safe, not open.
